Et innflytelsesrikt fransk medlem av EUs mektige utøvende gren trakk seg mandag, og kritiserte lederskapet til EU-kommisjonens president Ursula von der Leyen akkurat da hun prøver å sette sammen et nytt team for de neste fem årene.
Thierry Breton, en fransk bedriftsleder og kommissær for EUs enorme indre marked som nylig kolliderte med teknologimilliardær Elon Musk, antydet at von der Leyen hadde gått bak ryggen hans for å få en annen fransk tjenestemann utpekt i hans sted til den neste kommisjonen.
I et innlegg på X som inneholdt hans avskjedsbrev til EUs øverste embetsmann, sa Breton at von der Leyens trekk var «ytterligere vitnesbyrd om tvilsom styring – jeg må konkludere med at jeg ikke lenger kan utøve mine plikter i kollegiet».
Kommisjonen foreslår lovverk for EUs 27 medlemsland og sørger for at reglene som styrer verdens største handelsblokk respekteres. Den består av et kommissærkollegium med en rekke porteføljer som ligner på statsministre, inkludert landbruk, økonomi, konkurranse, sikkerhet og migrasjonspolitikk.
Bretons overraskende oppsigelse kom bare 24 timer før von der Leyen skulle kunngjøre sitt nye lag til Europaparlamentet. Kommisjonen skulle etter planen starte arbeidet 1. november, men det er mange spekulasjoner om at den kanskje ikke kommer i gang før januar.
EU-kommisjonens talskvinne Arianna Podesta sa at von der Leyen hadde akseptert Bretons oppsigelse og takket ham for arbeidet hans under hennes første periode. Podesta nektet å kommentere hans svært offentlige kritikk av presidentens ledelse.
I løpet av timer nominerte president Emmanuel Macron Frankrikes utenriksminister, Stéphane Séjourné, i Bretons sted. Kommisjonen kunne ikke si hvem som kan ta over Bretons ansvar, som har inkludert forsøk på å utvide Europas forsvarsindustri for å lage flere våpen og ammunisjon til Ukraina.
Med et øye for å holde en kjønnsbalanse i kommisjonen i sin andre periode ved roret, hadde von der Leyen bedt hvert medlemsland om å oppgi navnet på en mannlig og kvinnelig kandidat til politikkkommissær. De fleste foreslo bare én kandidat, ofte en mann.
Von der Leyen, en tidligere tysk forsvarsminister, har presset mindre land til å ombestemme seg. De siste ukene trakk en mann som var den foretrukne kandidaten til regjeringen i Slovenia seg og en kvinne ble foreslått i hans sted.
Men Frankrike er ikke noe lite EU-land. Den rangerer, sammen med Tyskland, på toppen av blokkens politiske tungvektere.
Von der Leyen bestemmer hvilket land som får hvilken portefølje, og noen av dem, som de som involverer handel eller finans eller EU-utvidelse, er ettertraktet av visse land. Plommejobber som stillingen som visepresident – kommisjonen har syv av disse – er også ettertraktet.
Breton antydet at han var et offer for disse politiske innspillene.
«For noen dager siden, i den aller siste delen av forhandlingene om sammensetningen av det fremtidige kollegiet, ba dere Frankrike om å trekke navnet mitt – av personlige grunner som dere ikke i noe tilfelle har diskutert direkte med meg – og tilbød, som en politisk avveining, en angivelig mer innflytelsesrik portefølje for Frankrike i fremtidens College,» skrev han i oppsigelsesbrevet.
«Du vil nå bli foreslått en annen kandidat,» sa han uten å utdype det.
Ingenting er i alle fall hugget i stein. Kommisjonens nominerte må fortsatt bestå en grilling i EU-parlamentet for å tiltre.
Macron hjalp von der Leyen med å kreve en av Europas mest ettertraktede jobber og har konsekvent støttet henne gjennom hele hennes første embetsperiode. Det er uklart hvorfor hun kan risikere å trosse den franske presidenten, hvis hun faktisk har det.
Breton har irritert noen i kommisjonen med sin «go-it-alone»-tilnærming. Han opptrådte i forrige måned uten von der Leyens godkjenning, og tok til X for å advare Musk om mulig «forsterkning av skadelig innhold» ved å kringkaste et intervju med tidligere president Donald Trump.
Musk, som eier den sosiale medieplattformen, la ut et nedsettende svar. Talsmann for Trump-kampanjen, Steven Cheung, oppfordret EU til å «passe på egen sak i stedet for å prøve å blande seg inn i det amerikanske presidentvalget».
