Nesten 50 000 havnearbeidere startet en streik denne uken i havner fra Maine til Texas – men i en bisarr innfall som har resultert av massive innrømmelser til fagforeningen gjennom flere tiår, sysselsetter de berørte havnene bare 25 000.
Det er en enorm kløft i tallene mellom de som møter på jobb og totalt medlemskap i den mektige International Longshoremen’s Association, som sent torsdag vant en avtale om en lønnsøkning på 62 % i løpet av de neste seks årene.
Det er fordi halvparten av havnearbeiderne ved havnene på øst- og gulfkysten har lov til å sitte hjemme og samle inn «container-royalty» som ble forhandlet fram for flere tiår siden for å beskytte mot tap av jobber som følge av innovasjon, ifølge The Wall Street Journal.
Virkningen av disse no-show-jobbene i havnene – kontrollert av ILAs høyt betalte og skurrende president Harold Daggett – var en del av en eksplosiv rapport fra Waterfront Commission fra 2019-2020 som ble sitert av The Journals redaksjon på fredag.
Den rapporten la ut hvordan ILAs jerngrep hjelper noen arbeidere på bekostning av utallige andre blåsnippsøkere ved å nekte å ansette innbyggere i nærheten av havnene – og vekket bekymringer om mobbens kontroll over amerikansk skipsfart gjort kjent i den klassiske filmen «On the Waterfront.»
«Den absolutte kontrollen til International Longshoremen’s Association, AFL-CIO (ILA) over ansettelser i havnen i over 60 år har ikke bare ført til mangel på mangfold og inkludering i sysselsetting ved vannkanten, men også til opprettholdelse av kriminalitet og korrupsjon, » fant Waterfront Commission-rapporten.
Den hevdet også at nesten 600 fagforeningsmedlemmer mottok mer enn 147 millioner dollar i overdimensjonert lønn som ikke kreves av industriens tariffavtale – og i timevis trenger de ikke å jobbe i havnene.
«De som er knyttet til fagforeningsledelse eller organiserte kriminelle personer blir belønnet med spesialkompensasjonspakker med høyt betalte, lavt oppmøte eller uten arbeid,» skrev Walter Arsenault, daværende administrerende direktør for Waterfront Commission, i havnerapporten.
ILA svarte ikke umiddelbart på forespørsler om kommentarer.
Daggett – som truet med å «krampe» motstandere under streiken – tok roret som ILA-president i 2011. Han hentet inn 728 000 dollar i kompensasjon i fjor fra fagforeningen, og samlet inn ytterligere 173 000 dollar som president emeritus for en lokal fagforening, ifølge Labour. Avdelingsarkiver.
Han bor i et 7316 kvadratmeter stort hus på en 10 mål stor tomt i New Jersey med en luksuriøs Bentley parkert foran, og han eide tidligere en 76 fots yacht kalt Obsession, ifølge Zillow og NJ Property Records.
Hans to sønner er også union bigshots som angivelig tjener store penger.
Dennis Daggett er konserndirektør for ILA og tjente $250 156 i regnskapsåret som ble avsluttet desember 2022, ifølge ProPublica.
John Daggett, general visepresident for Atlantic Coast District ILA, tjente 264 228 dollar i samme periode.
Mens hvite mannlige ansatte og slektninger tjente stort, fortsatte fagforeningen å bruke diskriminerende ansettelsespraksis, heter det i rapporten fra Waterfront Commission.
Kommisjonen sa at den møtte «virulent motstand» i sin innsats for å sikre at fagforeningen krevde rettferdig ansettelsespraksis.
«Seks år og nesten 1300 ekstra arbeidere senere, har det blitt gjort svært lite fremskritt i å diversifisere de registrerte dyphavsarbeiderne i de respektive ILA-lokalbefolkningen,» skrev Arsenault.
Når fagforeningen ansatt ansatte med ulik bakgrunn, skilte den dem fra lokalbefolkningen.
Flertallet av innkommende svarte longshoremen ble plassert i en overveiende svart ILA-lokal i Newark, NJ, mens ettertraktede stillinger i ILA Local 1 i stor grad ble gitt til hvite menn, heter det i rapporten.
Demografien for registrerte fagforeningsvedlikeholdsarbeidere og mekanikere var enda mindre variert. Bare én av de 1 024 registrerte vedlikeholdsarbeiderne i hele havnen var kvinne, heter det i 2019-2020-rapporten.
Vakthundbyrået anklaget også forbundet for å ha bånd til organiserte kriminelle personer.
Kommisjonen godkjente ikke 18 % av ILAs henvisninger fra langstrandsarbeidere fordi de var knyttet til organisert kriminalitet, heter det i rapporten.
Daggett har selv kjempet mot anklager om mobbbånd.
I 2005 anklaget justisdepartementet Daggett for å være en «medarbeider» av den genovesiske kriminalitetsfamilien – en av de «fem familiene» i den amerikanske mafiaen.
Daggett tok vitneposten det året etter at føderale påtalemyndigheter anklaget ham for vold.
Han beskrev seg selv som et mål for mobben – selv om et frakk-mafia-medlem hadde vitnet om at Daggett var under mobbens tommel, rapporterte The New York Times.
I løpet av rettssaken forsvant en av Daggetts medtiltalte – Lawrence Ricci, en påstått stor mobbfigur –. Liket hans ble funnet uker senere i oppløsning i bagasjerommet på en bil utenfor en spisestue i New Jersey.
Riccis død forble uløst, selv om det sirkulerte spekulasjoner om at han ble drept etter å ha nektet å erkjenne seg skyldig for å unngå nyhetsrapporter om rettssaken.
Daggett ble frifunnet i to saker.
I løpet av årene har Daggett snakket stygt om kommisjonen og kalt dens beskyldninger om mobb-bånd for «total bulls–t» og et «mørkt, stygt angrep på italienske amerikanere».
«Det er en forbannet tragedie for Waterfront Commission å nyte frie tøyler og målrette mot italienske amerikanere som en del av deres historiske anti-arbeiderkampanje,» sa Daggett i 2022. «La oss være ekte her. Waterfront Commission har i flere tiår hevdet at gode jobber bare gikk til de med såkalte «mobbebånd».
