AUSTIN — Guvernør Greg Abbott skulle ikke busse migranter til New York City. Og så åpnet Eric Adams den store munnen sin.
Det er slik den treårige republikaneren beskriver sin beslutning fra 2022 om å sende 119 000 migranter fra Texas-grensen til helligdomsbyer over hele landet – inkludert mer enn 45 000 til New York alene.
I et eksklusivt intervju med The Post forklarte Abbott at han først bare sendte migrantbusser til Washington, DC, for å gjøre et poeng om Biden-Harris-administrasjonens unnlatelse av å slå ned på den massive bølgen av ulovlige kryssinger – og avlaste litt press på grensebyene som ble overveldet.
Så, «ut av ingensteds,» sa Abbott, «begynte borgermester Adams å kritisere meg for å ha busset dem til New York, noe jeg ikke gjorde. Men han fortsatte å kritisere meg.»
«Jeg tenkte,» vet du hva? New York er en helligdomsby, hvis jeg skal få kritikken, skal jeg få æren.’ Så vi begynte å busse dem til New York.»
De første bussene sendt av Abbott ankom Port Authority Bus Terminal noen uker senere i begynnelsen av august.
Abbott begynte deretter å sende busser ikke bare til New York, men til store helligdomsbyer over hele USA, fra Los Angeles til Chicago og Denver.
«Et problem med USA»
Resultatet var et program som kan ha endret politikkens kurs, og bidratt til å snu tilstrømningen av millioner av migranter fra et grensestatsproblem til et nasjonalt spørsmål som har påvirket store deler av USA – og gjøre immigrasjons- og grensepolitikk til en av største problemene ved valget i 2024.
Migranter fra grensen ankom allerede til New York City sommeren 2022 – selv om Abbott sa at Texas ikke var involvert i å sende dem.
I juli hevdet Adams at migranter som kom til NYC «ankom med busser sendt av myndighetene i Texas og Arizona», noe både Abbott og Arizona-guvernør Doug Ducey på det sterkeste benektet den gangen.
En kilde fra rådhuset sa at tjenestemenn i NYC trodde at mange migranter kom til New York etter å ha blitt busset til Washington som en del av Abbotts program.
For å være sikker, de fleste av migrantene som har ankommet New York og andre byer kom på egen hånd – Abbotts busser var ansvarlige for omtrent 20 % av de 210 000 migrantene som har passert gjennom bylysystemet siden 2022.
Operasjonen ble avkreftet av mange lokale og føderale ledere som en rasistisk bruk av mennesker som politiske bønder – inkludert av ordfører Adams, som kalte Abbott «anti-amerikansk» for «transport av folk på en buss.»
Rådhuset doblet ned på den holdningen søndag, og insisterte på at Adams har gjort mer for å hjelpe migranter enn noe Abbotts «ordning» noen gang har gjort – og kalte guvernørens plan en «ugjennomtenkt politikk som ikke har gitt meningsfulle resultater for verken skattebetalere eller migranter. .»
«I over to år har guvernør Abbott brukt mennesker som politiske bønder og sendt tusenvis av migranter til New York City uten noen form for kommunikasjon eller koordinering,» sa en talsperson for rådhuset til The Post.
«Takket være våre 30- og 60-dagers retningslinjer – og intensivert saksbehandling – har omtrent 70 prosent av migrantene som har kommet gjennom vår omsorg allerede tatt de neste skrittene på reisen,» sa talspersonen.
«En ting er sikkert: New York City er på et mye bedre sted enn vi var for et år siden, takket være de smarte valgene vi har tatt,» la rådhuset til.
Abbott hevder imidlertid at programmet ikke bare hjalp migranter i det lange løp, men tvang nasjonen til å endelig se krisen i ansiktet.
«På grunn av den prosessen begynte folk over hele landet å forstå at dette ikke er et Texas-problem. Dette er et USA-problem. Og det fikk dem til å fokusere på det politiske spørsmålet, enten på bystyrenivå eller helt til presidentnivå, sa Abbott.
«Dette er ikke et Texas-problem. Dette er et USA-problem forårsaket av Biden-administrasjonen.»
Harris har «ignorert» invitasjoner
Abbott sa at han gjentatte ganger har forsøkt å sløve virkningen av Biden-Harris grensepolitikk på staten hans.
Han har beordret befestninger langs Texas-strekningen av grensen – spesielt farlige strekninger av Rio Grande – inkludert barberwire og taggete bøyer, og beordret Texas National Guard og Department of Public Safety å hjelpe til med å stoppe og holde ulovlige kryssere.
Ved hver sving har Biden-administrasjonen motarbeidet Abbotts trekk med juridiske påbud.
Men Abbotts strategi ser ut til å fungere. Grenseovergangene i Texas har avtatt til en liten brøkdel av det de var på topp i desember 2023.
NYC-bussen startet i august 2022 – en måned da Texas så rundt 117 000 migranter krysse grensen. To år senere, siste august, var det rundt 28.000 kryssere.
Abbott sa imidlertid at texanere ikke har råd til ytterligere fire år med åpen grensepolitikk – noe han tror visepresident Kamala Harris ville tillate.
«Å komme ut av Texas skattebetalerlommer er langt mer enn 10 milliarder dollar av våre egne penger for å betale for grensesikkerhet, for å håndtere avslaget fra Biden-Harris-administrasjonen om å sikre grensen,» sa han.
Abbott sa at Harris ikke bare har «ignorert» grensekrisen hun fikk i oppgave å fikse som «grensesar» – men har også fullstendig ignorert en rekke invitasjoner fra Texas om å komme og se grensetilstanden på egenhånd.
«Hun har aldri engang svart,» sa Abbott og la til at «et Kamala Harris-presidentskap kan ødelegge Texas.»
I juni 2021 – et år før Abbotts første busser dro til DC – besøkte Harris sitt første besøk til den sørlige grensen som visepresident, en tur som inkluderte et stopp i El Paso. Og fredag reiste hun igjen til grensen, men ble igjen i Arizona.
Tren de Aragua: «En veldig farlig gjeng»
En annen sak som president Biden og hans såkalte «grensesar» Kamala Harris er ansvarlige for – og som Abbott sa han har blitt tvunget til å rydde opp i – er fremveksten av den voldelige venezuelanske gjengen Tren de Aragua på amerikanske gater.
Gjengen har bygget fotfeste over hele landet etter at utallige individuelle medlemmer gled inn over grensen – med 100 mistenkte medlemmer som ble tatt under et enkelt rush ved El Paso-grensen i mars.
Men nok en gang, det som skjer i Texas forblir ikke i Texas.
Tren de Aragua leder nå omfattende kriminelle operasjoner i NYC, Colorado og Chicago, og har til og med blitt knyttet til en økning i tvangsprostitusjon i åtte stater over hele landet, inkludert California, Florida, New York, New Jersey, Illinois, Nevada, Texas , og Georgia.
«Alt dette er årsaken til at Biden og Harris åpnet døren for folk fra Venezuela, inkludert gjenger. Det er ingen data som selv Biden-administrasjonen må vurdere om folk som kommer fra Venezuela er gjengmedlemmer eller ikke, sa Abbott.
Venezuela er bare ett av flere latinamerikanske land hvor rundt 30 000 migranter ble fløyet inn på månedlig basis som en del av et humanitært program, som ble stoppet i juli på grunn av mistanke om svindel – før de ble startet opp igjen.
«Dette er en veldig farlig gjeng,» sa Abbott, som har forsøkt å dempe gjengen i staten hans ved å utpeke den som en utenlandsk terrororganisasjon, og tilby 5000 dollar dusører for all informasjon som fører til fange av Tren de Aragua-medlemmer.
«Mange amerikanere og texanere visste ikke nøyaktig hva som foregikk, og så ved å gjøre det jeg har gjort er det nå en større forståelse og erkjennelse av det faktum at denne farlige gjengen er i USA,» sa han.
«Adams ville at noen skulle kritisere»
Abbotts opprinnelige plan for busstransport av migranter var en siste utvei. Fra våren 2022 begynte han å sende busser med nyankomne til nasjonens hovedstad slik at Biden-Harris-administrasjonen og medlemmer av kongressen ikke kunne ignorere krisen på grensen til Texas.
«Hvis de nektet å komme til grensen og se katastrofen de forårsaket, skulle jeg ta grensen til dem. Vi dro til å begynne med bare til helligdomsbyen Washington, DC, slik at lederne der skulle se kaoset de forårsaket på egenhånd, sa Abbott.
Migrantankomstene i NYC som Adams snakket om i juli 2022 var – ironisk nok – sannsynligvis fra et Biden-Harris-administrasjonsprogram.
«Adams ønsket at noen skulle kritisere, og han visste nok at det var Biden-administrasjonen, men han ville bruke meg som en boksesekk,» sa Abbott.
«Og jeg trodde du vet hva? Hvis han tror at vi sender dem dit. Vi vil leve opp til forventningene hans, og vi begynner å busse dit.»
Adams, til tross for at han var demokrat, utviklet berømt et iskaldt forhold til president Biden på grunn av manglende hjelp med migrantkrisen i New York.
Da han ble tiltalt for føderale korrupsjonsanklager i forrige uke, hevdet Adams at hans frittalende spørsmål gjorde ham til et mål for føderale påtalemyndigheter.
(Tiltalen hevder en quid-pro-quo mellom Adams og tyrkiske tjenestemenn som dateres tilbake til 2014 – mange år før migrantkrisen.)
«Vi kan ikke gå gjennom fire år til»
Abbott – som lovet å støtte deportasjonsprogrammer foreslått av tidligere president Donald Trump – mener presidentvalget i november er et kritisk tidspunkt ikke bare for Texas, men for USA som helhet.
«Vi har hatt under Biden og Harris mer enn 11 millioner individer som krysser grensen. Vi kan ikke gå gjennom ytterligere fire år med det, sa han.
«Det er ingen måte at Amerika kan forbli det landet vi er hvis vi har fire år til med Kamala Harris.»
I stedet sa Abbott at han ønsker å se et nytt Trump-presidentskap, og vil jobbe «samarbeid» med administrasjonen hans for å sikre grensen.
«Dette er en linje i sanden-øyeblikket, når amerikanerne må innse at vårt land og vår fremtid står på spill.»
