Ordfører Eric Adams rappet nabolagsaktivister for å nekte å ta tak i byens boligkrise – inkludert hans «City of Yes»-forslag som ville revidere reguleringsbestemmelsene og tillate bygging av titusenvis flere boliger.
Under sitt 107,5 WBLS radioprogram sa ordføreren og bolig- og bevaringskommissær Adolfo Carrion at 49 av de 59 samfunnsstyrene ikke har klart å produsere et tilstrekkelig tilbud av boenheter.
Ti av samfunnsstyrene har produsert like mye nye boliger som de øvrige 49 til sammen, sa de.
«Hvis vi sier i 49 av disse samfunnsstyrene at du ikke vil ha bolig her, er det et problem,» sa Adams søndag. «Vi kan ikke si på mandag at bolig er en rettighet, og på tirsdag sier vi at vi ikke vil ha det bygget på blokken vår.»
Trettiåtte samfunnsstyrer har avgitt uforpliktende stemmer mot City Ja for boliger, anslått til å generere 100 000 nye leiligheter og andre boliger over 15 år. Atten støtter tiltaket og resten er på gjerdet.
Rådet forventes å stemme over den ambisiøse planen innen utgangen av året.
Motstanden «Not In My Back Yard» er ikke uvanlig. Mange samfunnsstyrer motsatte seg også tidligere ordfører Bill de Blasios obligatoriske inkluderende boligplan, som likevel ble godkjent av bystyret.
Byen har en ledighetsrate på 1,4 %, den laveste på rundt 60 år, sa Adams.
Ordføreren, som sier at det trengs flere boliger for høyskoleutdannede og eldre, spurte Carrion hvor mange av de 59 samfunnsstyrene som produserer rimelige boliger.
«Dessverre er det bare 10 av de 59 samfunnsstyrene som bygger rimelige boliger,» svarte han. «De andre 49 nekter det. De andre 49 er i veien, jeg liker å si det, de bor i City of No og det er 10 som bor i City of Yes …. Vi kan ikke være en City of No.»
Adams’ «City of Yes for Economic Opportunity»-plan vil gi en «bonus» til utviklere for å bygge 20 % høyere, hvis den ekstra plassen er dedikert til leiligheter med lavere pris enn markedsprisen.
Det ville tillate mer leilighetsbygging rundt transittknutepunkter og over bygninger i kommersielle strimler og tillate huseiere å lage leiligheter på opptil 800 kvadratmeter i kjellere, garasjer og loft.
I tillegg vil forslaget oppdatere reguleringsreglene for å gjøre det enklere å bygge om kontortårn til leiligheter.
Et av forslagene som har vakt motstand vil eliminere parkeringskrav for utbyggere, som å gi 25 eller 50 parkeringsplasser for 100 leiligheter.
Motstandere protesterer vanligvis mot tettere boligutvikling som endrer karakteren til nabolaget og inviterer til mer overbelastning og belaster infrastruktur og andre tjenester.
Carrion oppfordret innbyggere som ønsker mer rimelige boligalternativer til å skru opp varmen på sine folkevalgte.
«Hvis du hører rådsmedlemmet ditt si at dette ikke er bra for fremtiden til byen, må du utfordre dem på stedet … dessverre har en god del av dem i utgangspunktet sagt nei, og vi må fortelle dem at vi ikke gjør det vi vil ikke bo i byen Nei, vi vil bo i byen Ja, sa han i radioprogrammet.
Godkjenning i bystyret er ikke gitt.
Forrige måned rapporterte The Post at lovgivere uttrykte alarm for Bronx Metro-North Neighborhood-forslaget, som vil legge til 7500 nye boliger sammen med fire nye jernbanestopp i Hunts Point, Parkchester/Van Nest, Morris Park og Co-Op City. Den 46 blokk lange strekningen langs Metro-North toglinjen som byen håper å revitalisere har ikke i nærheten av nok skoler, politi, brannmenn og til og med kloakk til å håndtere tilstrømningen av nye innbyggere, sa kritikere.
Adams plan må gjennomgås og godkjennes av rådets reguleringspanel og arealbruksutvalg før en full avstemning av organet. Bronx Councilman Kevin Riley, som leder sone- og franchising-underutvalget, har uttrykt bekymringer om Metro-North-planen på gressbanen hans.
Men rådets arealbrukskomité, Rafael Salamanca fra The Bronx, sa mandag at han forventer at planen vil passere kammeret – med endringer etter forhandlinger med lovgivere. Han sa at eliminering av parkeringskravene er et problem som må løses.
«Det er en god plan. Det er behov for boliger i alle lokalsamfunn, og alle lokalsamfunn bør gjøre sin rettferdige del,» sa Salamanca.
Byplanleggingsdirektør Dan Garodnick sa at teamet til Adams presser på for å få boligplanen over målstreken. Status quo, sa han, er uakseptabelt.
«Ordføreren tar en bit av et stort problem. Inaktivitet er rett og slett ikke et alternativ, sa Garodnick.
