Ikke engang tenk på å ikke få barn. Hvis du er russisk.
Russlands parlament vurderer lovverk for å forby «en bevisst avslag på å få barn».
Lovforslaget om statsdumaens underhus foreslår bøter på 400 000 rubler [$4,354 USD] for alle som engasjerer seg i «barnefri propaganda», som stiger til $8,639 USD hvis personen som diskuterer konseptet er en offisiell eller $53,906 USD for et selskap.
Og bare de med godkjent religiøs overbevisning (Russlands ortodokse kirke har munker og nonner), alvorlige helseproblemer eller som har blitt voldtatt vil få lov til å «nekte å føde et barn.»
Men enkeltpersoner som til og med tilfeldig forsvarer et personlig valg om ikke å få barn på sosiale medier, vil bryte med de nye lovene.
Formann for statsdumaen Vyacheslav Volodin insisterer på at den foreslåtte lovgivningen handler mer om «tradisjonelle familieverdier» enn Russlands fallende fødselstall og massedødsfall blant de unge troppene som kjemper i invasjonen av Ukraina.
«Grupper og samfunn på sosiale nettverk viser ofte mangel på respekt for morskap og farskap, og aggresjon mot gravide kvinner og barn, så vel som medlemmer av store familier,» sa Volodin.
«En vennlig og stor familie er grunnlaget for en sterk stat.»
Lovverket retter seg mot innlegg i sosiale medier, internett, tradisjonelle medier, filmer, bøker og reklame.
President Vladimir Putins talsmann, Dmitrij Peskov, sa at han støttet utspillet, og sa at Russlands «katastrofale» fødselstall er et presserende spørsmål.
«Å øke fødselsraten er en av toppprioriteringene for hele regjeringen og hele landet,» sa han.
Len deg tilbake og tenk på Putin
Tidligere denne måneden instruerte president Putin sin regjering om å fremme forhold som gjorde at «det å ha mange barn ble moten igjen, som det pleide å være, med syv eller ti personer i en familie».
Forrige uke kunngjorde tjenestemenn at en ny nøkkelindikator på arbeidsplassen (KPI) ville være hvorvidt kvinnelige ansatte var gravide eller ikke.
For det formål ble arbeidsgivere oppfordret til å tilby regelmessige «konjugale pauser» i arbeidstiden.
Kreml insisterer på at det er en storstilt, organisert «barnefri» bevegelse som undergraver nasjonens fremtid. Den peker på en håndfull chatterom på sosiale medier (få av dem har mer enn 5000 følgere) som bevis på konspirasjonen.
«Disse [moves] har blitt tatt tidligere mot LHBTQ+-propaganda og kjønnsskifte», sa Volodin i sin Duma-adresse.
Den nye lovgivningen, introdusert for Russlands parlament onsdag, er basert på en lov fra 2022 som forbød «LHBT-propaganda». Dens håndhevelse kriminaliserte effektivt enhver offentlig uttrykk eller utseende av en homofil eller trans identitet.
Slik strenghet vil sannsynligvis også bli brukt på alle som flaunter, oppmuntrer eller forsvarer barnløshet.
«Alt som må gjøres for å øke fødselsraten må gjøres. Og alt som hindrer dette bør forsvinne fra livene våre, sa Putins talsmann.
Dette inkluderer imidlertid ikke å avslutte invasjonen som antas å ha drept eller såret mer enn 500 000 russiske soldater. Noen estimater anslår at dette utgjør omtrent 2 prosent av den totale russiske mannlige befolkningen mellom 20 og 50 år.
«Beskytte verdier»
«Vi bør forby den barnløse bevegelsen ved lov fordi dette er et utenlandsk prosjekt; det er et fiendtlig prosjekt,” sa lederen av føderasjonsrådet, Russlands overhus, under en debatt om den nye lovgivningen.
«De innprenter i kvinners hjerner, ved å bruke de mest moderne teknologiene, at de bør gi opp morsrollen,» la Valentina Matviyenko til.
Det er bare én uttalelse midt i en voksende kampanje for å male vestlige rettigheter og likestillingsbevegelser som «frihetens fiender».
«Jeg kaller denne ideologien ideologien om døden, ødeleggelsen av familien,» sa det russiske menneskerettighetsrådets leder Valery Fadeyev i fjor.
Russland forbød i fjor kjønnsskifteoperasjoner. Det avsluttet også muligheten til å endre kjønn på offisiell dokumentasjon.
Nå vurderer Dumaen et nytt lovforslag for å forby abort på private klinikker. Kun statlig kontrollerte klinikker vil få lov til å gjennomføre prosedyren dersom graviditeten anses å være en alvorlig trussel mot mors liv, eller et resultat av incest eller voldtekt.
Og disse vil bare være tillatt opptil ni uker etter unnfangelsen i stedet for dagens 12.
Flere russiske provinser har allerede begynt å vedta lignende lover.
Nye demografiske tall har avslørt at Russlands fødselstall har falt til det laveste siden slutten av Sovjetunionen.
I fjor gikk befolkningen faktisk ned. Rundt 1,3 millioner mennesker døde. Bare 1,26 millioner barn ble født for å erstatte dem.
Immigrasjonen har også kollapset fra 8,5 millioner til 6 millioner ettersom Putins autoritære regime, flaggende økonomi og verneplikt for hans invasjon av Ukraina gjør Russland til et mindre attraktivt reisemål.
Dette vil neppe endre seg.
Denne uken flyttet også Russlands parlament for å beskytte «æren» til myndighetspersoner.
Enhver offentlig eller online kritikk som «mangler respekt for ære eller verdighet til en offentlig ansatt når det gjelder hans personlige eller profesjonelle egenskaper» vil bli straffet med inntil to års fengsel.
