De er et helvete på hjul.
Ute av kontroll pedicab-sjåfører terroriserer turister og lokalbefolkningen over hele Manhattan, overvelder strekninger av bygater, plager forbipasserende – og til og med overgriper sine egne kunder seksuelt, har The Post fått vite.
I løpet av de siste årene har sjåførenes oppførsel blitt stadig mer lovløs – fra å sprenge høy musikk og ta opprørende priser til å slåss med kunder og sette i gang kartelllignende angrep på konkurrenter.
De fredløse krumspringene gjenspeiles i en økning i pedikab-relaterte kriminelle stevninger i år, med politiet som utstedte 1493 brudd frem til 30. juni, en økning på 51,5 % fra 985 skrevet i samme periode i 2023, viser NYPD-data.
Forbrukerklager har tilsvarende steget med 56,7 %, totalt 94 rapporter til og med 12. august, sammenlignet med bare 60 rapporter logget i samme periode i 2023, ifølge 311 data.
«De er som pirajaer som bare prøver å få betalt – og de jakter på turistene og gjestene og barna,» sa Ralph Mendez, en dørvakt ved Sheraton Hotel på Seventh Avenue nær Times Square, til The Post.
«De er hyggelige fordi de vil ha noe,» la han til. «Så snart du forteller dem at du ikke vil ha det, snur de bare helt på deg.»
En morsom kveld ute på Midtown-klubben ble et mareritt for to Upper East Side-kvinner som møtte en av disse pirajaene – som fikk dem til å akseptere en «gratis tur» hjem til de ble enige.
Så snart de gikk inn i pedicaben, hoppet sjåføren inn i baksetet og famlet begge kvinnene, og sparket dem ut av turen da de kjempet tilbake, fortalte et av de livredde ofrene til The Post denne uken.
«Det føltes veldig som om han satte seg på rett sted til rett tid» for å være et rovdyr, sa et av ofrene, en 22-åring, som rapporterte hendelsen 4. august til politiet.
«Det var veldig praktisk for ham å være foran en klubb klokken 03.30, og tilby skyss hjem til jenter som har drukket. Jeg fikk følelsen av at han pleier å gjøre det.’»
Hun fortsatte: «Jeg følte at jeg ble lurt, som er den verste følelsen … jeg ble sjokkert over at det skjedde, men jeg føler at det var min feil fordi jeg var dum og naiv.»
Hendelsen er bare ett eksempel på et urovekkende mønster av kaos pedicabs forårsaker over hele byen, inkludert:
- I mai omringet et halvt dusin pedicabbers en hansom-vognsjåfør etter at han ba en av dem om ikke å vaske sykkelen sin i en fontene hester regelmessig drikker fra i Central Park, ifølge kusken og NYPD. Det hotte hodet skal ha pyntet den 51 år gamle vognføreren, som bare oppga fornavnet sitt, Yalcin.
- En pedicab-sjåfør byttet slag med en trio av ryttere over prisen deres i juni ved Empire State Building, ifølge en vill video av hendelsen.
- En illebefinnende pedicabber ble fanget på kamera i nærheten av Central Park den 12. august og kalte vognhestesjåføren Jill Adamski for en «smuss b-h» og «irsk ludder,» ifølge video. Bruten blir deretter sett løfte hånden og true med å slå en annen mann som spilte inn den stygge krangelen.
- En pedicab-sjåfør i Midtown spyttet tilfeldig i ansiktet til en transkjønnet kvinne da menn i kjøretøyet kalte henne en «tranny» i mai 2023, ifølge politikilder. 27-åringen ble pågrepet og siktet for grov trakassering.
- The Glass House Tavern sa at pedicabbers engasjerte seg i en koordinert kampanje for å samle sin virksomhet med en klynge av 1-stjerners Google-anmeldelser etter at den satte ut et skilt på West 47th Street som advarte teatergjengere i nærheten om de ublu prisene sjåførene betalte. «Nylig har de blitt mer aggressive og har vært verbalt fornærmende mot våre ansatte,» bemerket tavernaen den gang.
«De tror dette er som et tredjeverdensland, loven fungerer ikke her, ‘Vi kan gjøre hva vi vil’,» sa Yalcin. «De føler seg som store gutter – store mafiosoer her borte.»
Sjåførene, som lurer turene sine med glorete dekor som lysstrenger, plysjdyr og høyttalere som sprenger popmusikk, retter seg ofte mot turister som ønsker å ta opp turene sine og legge ut på sosiale medier.
Turene har blitt en av byens dyreste turistfeller, med pedicab-hacks som har tømt intetanende kunder med skyhøye – om enn lovlige – priser, som vanligvis er lagt ut på små priskort og i noen tilfeller har gått så høyt som 25 dollar pr. minutt.
«Hvis gjester bor her, sier jeg til dem: ‘Spør dem prisen’ før de kommer inn.’ Da får jeg skitne blikk fra sjåførene,» sa Mendez, dørvakten til Sheraton Hotel, og husker at en fallen gjest som ble sjokkert over å lære en pedicab-tur fra 34th Street, løp henne 140 dollar.
På Hilton-hotellet nær West 54th Street og 6th Avenue anslo en dørvakt at 15 pedicabs henger foran bygningen hans på daglig basis, og gjennomfører irriterende «musikkkamper» med sine blomstrende høyttalere og irriterer fotgjengere for å kjøpe en tur.
«Med turistene og gjestene prøver de hele tiden å få oppmerksomheten deres,» sa dørvakten. «De roper og gjør hele spissen og alt.»
Onsdag observerte The Post et dusin aggressive pedicab-sjåfører som ropte på familier med barn og fulgte forbipasserende i et forsøk på å fange kunder i nærheten av Central Park South.
«Kom igjen damer, dere jenter ser ut som dere kan bruke en tur», plystret en og viftet med en laminert side med detaljer om de astronomiske prisene
«Det blir gøy,» ropte en annen. «Det er billig, ta en tur.»
Samme ettermiddag ble en rekke pedicab-sjåfører observert rundt Midtown gjentatte ganger ignorerte trafikklys, mens andre svingte inn i sykkellinjer og til og med tok øynene fra veien for å ta selfies med ryttere.
«De respekterer ikke sjåfører eller trafikkreglene,» sa livry-sjåføren Mario Chauch, 43, som fikk et sidespeil knust av en pedicabbber.
«De trekker over hele tiden, de trekker seg ut foran deg.»
Og det er vold i deres egne rekker også.
Sjåførene – som hovedsakelig kommer fra sentralasiatiske nasjoner som Tadsjikistan og Uzebekistan – bruker pøbellignende taktikker for å skremme av konkurransen, eller noen som til og med mistenkes for å trenge inn på gressbanen deres.
«Hvis de føler at du ikke har lov til å jobbe på hjørnet deres, kutter de dekkene dine, de angriper folk, de banker dem,» sa en 53 år gammel pedikabber, som ba om anonymitet for frykt for gjengjeldelse.
«De kjører hjørnene som om de eier det hjørnet,» sa han.
Lovløsheten har blitt fremskyndet av en post-pandemisk eksplosjon av forfalskede DCWP-lisenser og registreringsplater som sjåfører som kreves for å måtte betjene en pedicab i byen, sa industrikilder til The Post.
En flåteoperatør estimerte at 60 % av pedicab-sjåførene, eller omtrent 1500 hackere, kjører rundt i byen med falske DCWP-lisenser.
«Hvis det ikke er noe ansvar, kommer du til å handle annerledes,» sa den 46 år gamle flåteoperatøren, og forklarte myndighetenes slappe håndheving av det uredelige papirarbeidet har drevet den useriøse oppførselen.
Stephany Vasquez Sanchez, en talskvinne for Department of Consumer and Worker Protection, som fører tilsyn med inspeksjoner av lisensierte pedicabs, rådet folk til å rapportere all ulovlig aktivitet, inkludert trakassering, til politiet.
I desember beslagla politiet 77 ulovlige pedicabs i Midtown, uker etter at rådmann Erik Bottcher (D-Manhattan) skrev et brev til NYPD sammen med DCWP og Department of Environmental Protection som ba om strengere håndhevelse av pedicabs midt i økende klager.
«Effekten av pedicabs, spesielt i forhold til Broadway-teatre, boligområder og turistopplevelser, har ført til en umiddelbar oppfordring til handling for å forbedre tilsynet og reguleringen av disse kjøretøyene,» skrev pol, hvis distrikt dekker Midtown.
En talsperson for NYPD sa at byrået har mottatt klager på pedicabs, «spesielt i området rundt Empire State Building».
«Som et resultat har vi fokusert vår håndhevelse på disse områdene, inkludert målrettede operasjoner under matinee-spilletider,» sa talspersonen. «Denne håndhevelsen, som har inkludert samarbeid med departementet for forbruker- og arbeiderbeskyttelse, inkluderer inspeksjoner av pedicablisenser og registreringer. I år har NYPD beslaglagt mer enn 100 pedicabs som et resultat av håndhevelse og operasjoner.»
De som kjenner sjåførene best er ikke så sikre på at håndhevelsen vil endre Ville Vest-kulturen.
«De svarer ikke til noen,» sa den veteranen pedicab-sjåføren.
